Chief Executive Tung Chee-hwa announced in his Policy Address that
he would set up a task force to "seriously examine ... those (issues)
concerning the understanding of the relevant provisions of the Basic
Law, and to consult relevant authorities of the CPG". It seems
that Hong Kong's constitutional review will be dictated by the Central
Government, rather than a "people-based" process. Where do we go
from here? What can the public do? How can we participate?
