Why there is a need for constitutional review?
The Basic Law only outlines the selection and formation methods of
the Chief Executive and the Legco for the first ten years after
handover. Although the Basic Law also says the ultimate aim is to
return the Chief Executive and all members of the Legco by universal
suffrage, it provides neither timetable nor procedure for the whole
process.
