Why there is a need for constitutional review?

The Basic Law only outlines the selection and formation methods of the Chief Executive and the Legco for the first ten years after handover. Although the Basic Law also says the ultimate aim is to return the Chief Executive and all members of the Legco by universal suffrage, it provides neither timetable nor procedure for the whole process.

How about public opinion survey?

A Hong Kong Caritas survey showed that 89.8% and 93.8% of the 1,165 respondents aged 15 to 24 respectively supported direct election of the Chief Executive in 2007 and for the entire Legislative Council in 2008. (4 January 2004)
According to a survey conducted by the Public Opinion Programme (POP) at the University of Hong Kong, 73% and 78% of the respondents supported general elections for Chief Executive in 2007 and all Legislative Councillors in 2008 respectively. (18 December 2003)
