CONSULTATION DOCUMENT
The Legislative Council of the Hong Kong Special Administrative Region shall be constituted by <a combination of direct and indirect> elections.
The specific methods for forming the Legislative Council are prescribed in Annex II: "Method for the Constituting the Legislative Council of the Hong Kong Special Administrative Region".
The methods for forming the Legislative Council <provided in Annex II> [may be modified] in the light of the actual situation in the Hong Kong Special Administrative Region and in accordance with the principle of gradual and orderly progress. [Such modifications shall require the endorsement of a two-thirds majority of the members of the Legislative Council of the Region and the consent of the Chief Executive, and shall be submitted to the Standing Committee of the National People¡¦s Congress for approval. ]

DRAFT
The Legislative Council of the Hong Kong Special Administrative Region shall be constituted by election.
The method for forming the Legislative Council shall be specified in the light of the actual situation in the Hong Kong Special Administrative Region and in accordance with the principle of gradual and orderly progress. [The ultimate aim shall be the selection of all the members of the Legislative Council through general election.]
The specific method for forming the Legislative Council is prescribed in Annex II: "Method for the Formation of the Legislative Council of the Hong Kong Special Administrative Region".
